Should the outlines be double-spaced? I just thought of that for some reason.

Either way is fine. I would put all the "stuff" in single space...you know, title, age group, word count -- because those are super short lines and automatically make tons of room for your instructor to comment. But down in the part where you're actually telling what you're planning to write, double space can be nice in case your instructor wants to make spot comments in that.
