Do we have to follow the outline we made for assignment 8? I still want to do the same story, but I want to do it differently then I originally planned in my outline. Is that allowed, or do we have to follow our outline?

Many times a story will change a bit from the original plan. Now if the change creates plot issues, your instructor may say, "I wish you had stuck with the plan." But if the change doesn't, you'll never be scolded for it. We always want you to write the best story you can.
